Kurt Schmoke, Baltimore's first African American mayor, has dedicated most of his career to the city were he was raised and attended public school. Schmoke, who left Baltimore to attend Yale and then studied at the University of Oxford as a Rhodes Scholar, became state's attorney for the City of Baltimore in 1982 and was elected mayor in 1987 -- a tenure marked by his emphasis on education and opposition to the "War on Drugs."
